  1. Soviet doctrine 1968 designed to justify the
  2. invasion of Czechoslovakia. It laid down for
  3. the USSR as a duty the direct maintenance of
  4. `correct' socialism in countries within the
  5. Soviet sphere of influence. In 1979 it was
  6. extended, by the invasion of Afghanistan, to
  7. the direct establishment of `correct'
  8. socialism in countries not already within its
  9. sphere. The doctrine was renounced by Mikhail
  10. Gorbachev in 1989. Soviet troops were
  11. withdrawn from Afghanistan and the satellite
  12. states of E Europe were allowed to decide
  13. their own forms of government, with
  14. noncommunist and `reform communist'
  15. governments being established from Sept 1989.
